上海之名始於宋代，得名於吳淞江支流上海浦。1292年，上海改鎮為（wéi）縣。
1927年7月7日，上海特別市成立，標誌著上海（hǎi）建（jiàn）市之始（shǐ）。
1949年5月27日，上海解放。次日，上海市人民政府成立，上海市列為中央直轄市。上海市時轄20個市區和10個（gè）郊區（qū），共30個（gè）區。
1950年，各區人（rén）民政府成立後，黨和（hé）政府（fǔ）對城（chéng）市地區和（hé）農（nóng）業地區實行（háng）不同的政策。經過對（duì）一些（xiē）轄區不均的區進行合並（bìng）調整，1956年（nián）上（shàng）海市時轄18個區。

1927年7月7日，正式宣布（bù）建立“上海特別市”，直（zhí）屬國民政府。這是第一次把（bǎ）“市”作為行政區域單位確定下來，標（biāo）誌著上海建（jiàn）市之始（shǐ）。
上海特別市擬劃入上海縣全境和寶山、鬆江、青浦、南匯四縣的部分地區，共計30個區。到1928年，實際劃入17個區。

1945年，抗日戰爭勝（shèng）利後，市政府將南匯、奉賢、川沙、嘉定、寶山、崇（chóng）明縣複歸江蘇（sū）省，市區按警察管區來劃（huá）區，以序數字將市境劃（huá）分為從一到三（sān）十二共32個區，其（qí）中（zhōng）從一到二（èr）十為（wéi）市區區，二十一到三十二為郊區區。1946年1月，由於序數（shù）字不方便記憶和（hé）使用，又以（yǐ）地名重新命名。

1952年9月23日（rì），因洋涇區所轄（xiá）區域較大，決定將洋涇區劃分為兩個區：東昌區和洋（yáng）涇區。江（jiāng）灣（wān）、新市兩郊區，決定合（hé）並為一個（gè）行政區，定（dìng）名為江灣區。上海市時轄30個區（qū）（21個市區，9個郊區）。

1953年11月，全市水域麵積24.5平（píng）方公裏，各種船隻16655條，共有船民74437人，大多以船為（wéi）家。為加強上海水（shuǐ）域的民主建政，故建立（lì）水上區。管轄範圍（wéi）為上海市地區的主要河流包括黃（huáng）浦江、蘇州河及其支港。上（shàng）海市時轄31個區。

1954年6月，撤銷（xiāo）華東行政區，上海市由中央人民政府直（zhí）轄。
1956年2月，經國務院批準調整行政區劃。合並調整後，全市（shì）有15個市區（qū）、3個郊區、1個水上區，共有19個（gè）區。
